This manual was prepared to explains the structure of the Provincial Treasury, the nature of the records held by the department, and how to apply to gain access to those records.
This booklet is a desk reference for managers to easily identify the service areas of Provincial Treasury and the method on how to access required services.
This publication is intended as a guide to those who want to establish much needed early childhood development (ECD) or after school care programmes and services. It also provides advice and tips for management, good governance and accountability to the community and the families who will be using the services.
The Western Cape Government encourages and promotes: local economic development; black economic empowerment; small businesses and joint venture partnerships. The system to procure goods and services on behalf of government is designed to be fair, equitable, transparent, competitive and cost effective.
There are a number of policies that guides the WCG on how to make decisions on which tender/bid to accept. Although price is very important in the decision on which tender or bid to accept, it is not the only factor taken into account.
This training manual has been developed to be used by provicial and local government officials in the Western Cape to learn about Total Cost of Ownership as a component of Sustainable Public Procurement, its value to long term municipal sustainability, and how it can be applied.
