The Micro-Economic Development Strategy (MEDS) is one of the complementary, interactive strategies of iKapa Elihlumayo being developed by the PGWC. The aim is to stimulate economic development and transformation in the Western Cape. The strategy, led by the Department of Economic Development and Tourism, will guide and direct provincial government involvement in the private sector and be will be used as a planning tool.

This is the fifth edition of the Municipal Economic Review and Outlook (MERO) since its inception in 2012. The MERO continues to provide valuable evidenced-based research to municipalities within the Western Cape in support of enhanced planning for economic growth, job creation and socio-economic upliftment.

The research becomes more critical as municipalities embark on the review of their 4th Generation Integrated Development Plans and the compilation of the 2018 Medium Term Revenue and Expenditure Budgets.
The Municipal Economic Review and Outlook (MERO) is an annual research publication produced by the Provincial Treasury of the Western Cape Government. The first edition of the MERO was published in 2012. It is aimed at informing policymakers at municipalities on key economic issues that affect policy, planning and budgeting.
The Department has developed this Guideline document to assist municipalities to integrate the housing needs of farm residents into their existing planning and policy processes. The guideline presents a variety of housing subsidy options available to farm residents and the steps to be followed by municipalities.
