Department of Economic Development & Tourism (DEDAT) has developed the Work and Skills Programme to establish work with learning opportunities delivered to youth in the Western Cape's economic sectors. The programme targets the unemployed youth of the Western Cape and aims to reduce unemployment and improve the future employment prospects of participants.

The appointing service provider is to provide life skills and work readiness training to a maximum of 860 unemployed youth who have been enrolled on the Work and Skills Programme (W & SP). The programme's main purpose is to provide eligible learners with life skills and work readiness training before being placed with host employers in various sectors within the metro and rural areas of the Western Cape.

The work readiness training is specific to the type of sector the learners will be placed in and covers the Basic Conditions of Employment Act, 1996 with regard to sectorial determinations. Learners are exposed to the world of work in different sectors and share the requirements of their jobs in the particular industry. The work readiness training programme covers areas such as levels of communication at different levels in the organisation and the dynamics of the workplace with regard to diversity, culture, ethics, etc. The introduction of life skills training provides learners with critical facts about matters relating to personal health, HIV & AIDS, personal finances, legal issues, etc.

Both the life skills component and the work readiness training Is vital for learners entering the W & SP as it has shown a reduction in the number of drop-ofts in the W & SP since its inception.

Evaluation of applicants will be based on the following:

  • Experience to implement, co-ordinate workplace programmes in projects of a similar nature and scale. Capacity to deliver on specification showing organogram clearly reflecting structure, function with the core team CV's to deliver this programme
  • Methodologies in presenting life-skills & job readiness training in previous & similar projects Course material to be unit standard aligned (Outline Job readiness, life-skills in project proposal) Experience in working in different sectors of the economy

A REPUTABLE SERVICE PROVIDER IS REQUIRED TO PROVIDE PLACEMENT AND PAYROLL SERVICES TO YOUTH ENROLLED ON THE WORK AND SKILLS PROGRAMME

Department of Economic Development & Tourism (DEDAT has developed the Work and Skills Programme to establish work with learning opportunities delivered to youth in the Western Cape's economic sectors. The programme targets the unemployed youth of the Western Cape and aims to reduce unemployment and improve the future employment prospects of participants.

The programme's main purpose is to enrol a maximum of 860 unemployed youth who have a matric or equivalent qualification and who are between the ages of 18-35 years old, to be placed with host employers for a period of six months within the Western Cape. The service provider is to ensure that contractual agreements are entered into between learners and host companies and a payroll system is administered to play learners' stipends over a period of six months. The intervention is to provide unemployed youth with training and placement opportunities in the world of work to gain experience and become employable. The intervention is aligned to the department's strategic objective 1 which is to create opportunities for growth and jobs, and the annual performance plan of 2013/2014.

Applicants are expected to have expertise in the following, and will be evaluated thereon:
 

  • Ability to implement, co-ordinate and place learners in the world of work for projects of a similar nature and scale Capacity to deliver the work by providing organogram clearly reflecting structure, function, qualifications and experience of core team
  • Relevant expertise in at least 5 sectors of the economy Existing linkages/networks with stakeholders (government, business & academia) for fund raising purposes with contactable references Reference successes in facilitation of learners employable and who have accessed jobs over the last 2 years in a similar project

Department of Economic Development & Tourism (DEDAT) has developed the Work and Skills Programme to establish work with learning opportunities delivered to youth in the Western Cape's economic sectors. The Project is required to reduce the number of unemployed youth by providing eligible learners with life-skills, technical training and work place opportunities within the Tourism & Hospitality sectors through the department's Work and Skills Programme.

The appointing service provider is to enrol a maximum of 275 unemployed youth who have a matric or equivalent qualification and who are between the ages of 18-35 years old, to be placed with host employers within the Tourism and Hospitality Industry of the Western Cape. Learners will be sourced mainly for the Gaming, Tourism and Hospitality sectors.

The intervention is to provide unemployed youth with training and placement opportunities in the world of work to gain work place experience and become employable and marketable. The service provider is to ensure that 70% of the targeted youth are absorbed into formal jobs in the Tourism & Hospitality Industry within the economy of the country after the six month's placement period. The learners will be provided with an opportunity to gain work place experience and become employable and be afforded an opportunity to apply for jobs in the economy. The intervention is aligned to the department's strategic objective 1 and the annual performance plan of 2013/2014.

The work readiness training is specific to the type of sector the learners will be placed in and covers the Basic Conditions of Employment Act, 1996 with regard to sectorial determinations. The work readiness training programme covers areas such as levels of communication at different levels in the organisation and the dynamics of the workplace with regard to diversity, culture, ethics, etc. The introduction of life skills training provides learners with critical facts about matters relating to personal health, HIV & AIDS, personal finances, legal issues, etc.

Furthermore, the service provider identify the type of occupational directed programmes (technical training) for the particular sector aligned to the needs of industry for learner to become more employable and implement unit standard aligned (CATHSSETA) technical training for Hospitality and Tourism sub-sectors (Gaming & Lottering, Hospitality, Tourism & Travel, etc.) for minimum duration of 3 months that is aligned to the needs of industry.

The service provider is to ensure that contractual agreements are entered into between learners and host companies and a payroll system is administered to pay learners' stipends over a period of six months. Evaluation of applicants will be based on the following: Experience to implement, co-ordinate workplace programmes in the Tourism Industry (Hospitality, Tourism & Travel, Gaming & Lottery) involving the technical training & placement of learners in the world of work for projects of a similar nature and scale Capacity to deliver on specification showing organogram clearly reflecting structure, function with the core team CV's to deliver this programme Methodologies in presenting life-skills, job readiness training and technical training in the above-mentioned sectors Course material to be unit standard aligned (Outline Job readiness, life-skills in project proposal)
