The Directorate monitors and reports on the effectiveness and efficiency of policing. This is done through oversight visits to police stations and by administering various oversight tools. The focus areas of oversight visits include:
Monitoring and reporting
The Directorate is responsible for the monitoring and reporting on the implementation of IPID recommendations by the SAPS. For this purpose, an IPID Consultative Forum (ICF) was established with the SAPS and the Cape Town Metropolitan Police Department (CTMPD). The aim of the ICF is to facilitate the sharing of information in order to monitor progress with the implementation of IPID recommendations by the SAPS in the Province.
The Directorate monitors compliance by the SAPS in terms of the DVA and reports its findings to Parliament. In order to oversee disciplinary matters as a result of DVA related misconduct and to share information to ensure accurate reporting, a DVA Provincial Compliance Forum was established with the SAPS and the CTMPD.
Court Watching
The Directorate is also responsible for the implementation of the Court Watching Briefs (CWB) programme in line with Cabinet Resolution 138/2014 of 6 August 2014.
The aim of this programme is to monitor police conduct and efficiency in criminal matters at district courts in the Western Cape. Here the emphasis is on courts dealing with gang-related criminal activity. Systemic failures due to the ineffectiveness and inefficiency of the SAPS with regards to court cases struck off the roll are reported on. Trend analysis reports are discussed with the SAPS, the National Prosecuting Authority (NPA) and the Department of Justice and Constitutional Development on a quarterly basis.
