Note:
- Consideration of the programme after 31 July will be determined by the Joint Programme Committee in the first half of 2005.
- Provision will be made for two meetings of the Joint Rules Committee per term.

Explanatory Notes:
- In order for a bill to meet the deadline, it must comply with all relevant rules, and a certified manuscript must be received by Parliament.
- The calculations for the deadlines are based on the following formula:
- Six week legislative Cycle for NCOP and five week period for the NA in respect of section 76 bills, and a further three weeks for technical preparation at introduction and committee stage, which results in fourteen parliamentary working weeks.
- Bills submitted by the above deadline will be passed by the end of the second term subject to the translation being available before scheduled debates.
