Empowering emerging contractors: A path to construction industry success

The construction industry, which is pivotal in driving economic growth and development, offers a myriad opportunities for emerging contractors. Recognising this potential, the Department of Infrastructure (DOI) Contractor Development Programme (CDP) recently organised a construction information session tailored for emerging contractors affiliated with the Construction Industry Development Board (CIDB). Held on 8 March 2024 in Kuilsriver, the session aimed to empower small, medium, and micro enterprises (SMMEs) by providing insights into empowerment opportunities, project planning essentials, and how to comply with government procurement regulations.

Eager to delve into the opportunities on offer, 31 SMMEs attended the event. Alongside them were key stakeholders, including representatives from the CIDB, the DOI’s Supply Chain Management division, and the City of Cape Town. These stakeholders delivered informative sessions covering topics such as CIDB grading systems, electronic procurement procedures, and essential tips and tricks for the construction trade.

At the heart of the CDP lies the goal of skill development and business sustainability for emerging contractors, particularly those with CIDB gradings of 1-5, with a specific focus on empowering youth and women. The programme is aligned with the Expanded Public Works Programme (EPWP) and comprises two essential training phases: foundation phase training and advanced training and mentoring.

During the foundation phase, participants undergo a ten-week structured training programme, equipping them with fundamental skills essential for success in the construction industry. Upon successful completion, contractors may progress to the advanced training and mentoring phase, where they receive on-site guidance from experienced Grade 3 to Grade 5 contractors. This mentorship both enhances the technical proficiency of participants and nurtures business acumen, paving the way for potential CIDB rating upgrades.

The CDP deliberately seeks to cover all of the Western Cape by identifying potential beneficiaries from CIDB and municipality lists of contractors. By catering for the City of Cape Town Metropolitan Municipality as well as the Cape Winelands, Central Karoo, Garden Route, Overberg, and West Coast districts, the programme covers all the districts of the province to ensure inclusivity and equitable distribution of opportunities.

Beyond individual empowerment, supporting emerging contractors yields broader socio-economic benefits. The more construction and maintenance projects small contractors engage in, the more job opportunities there are for local communities. By prioritising the recruitment of labourers residing in areas where there are active construction projects, the CDP catalyses economic participation and upliftment at the grassroots level.

The Contractor Development Programme is a beacon of hope for aspiring contractors, offering both technical expertise, as well as fostering a conducive environment for business growth and sustainability.
