Green Paper on the Management of Provincial Property

Problems in the existing policy framework are identified. Critical success factors, a process model and policy guidelines are also set out. Three options for institutional arrangements are provided. The Paper suggests how policy formulation and implementation should happen and identifies legislative changes that may be necessary.
