The National Drug Master Plan (2006-2011) was designed to serve as the basis for holistic and cost-effective strategies to reduce the supply and consumption of drugs and limit the harm they cause. Ultimately, the plan is intended to help realise the vision of a drug-free society where drug services will no longer be required and where attention can be focused exclusively on improving the quality of life of the poor and vulnerable.
