ABOUT US 

The main business of the Directorate is to deliver development planning intelligence services, that assist local municipalities, provincial partners and other stakeholders to better perform their development planning functions. The mandate includes the establishment of spaces online where information can be shared and accessed. The Directorate is guided by a Development Planning Intelligence Management Framework.

SERVICES

Manage Development Planning Intelligence

Collection, engineering, analysis and sharing of relevant development planning data and information, in order to build capacity of stakeholders and support informed decision making and planning.

Conduct Development Planning Research

Define and lead a common development planning research agenda with stakeholders.

Coordinate Land Use Planning Policy

Collaborate with internal and external partners to monitor and evaluate land use policy formulation, review and implementation. We lead in the maintenance of a development planning policy database.

The Directorate is tasked with the development of a system that can measure spatial performance and that brings a broader planning intelligence and knowledge base to decision making processes in the Western Cape. The intent is to seek insights for impact through research, data, intelligence and providing support:

Research: Define and lead a common development planning research agenda. The aim is to deliver outcomes-aligned research results to support the key strategic policy priorities in the Western Cape.

Data: Develop and/or maintain key data sources, such as sharing platforms, digital tools, and data repositories. Collection, analysis and dissemination of data relevant to development planning, to support impactful evidence-led decision-making.

Intelligence: The focus is on providing intelligence services that support the formulation of Strategic Plans, Annual Performance Plans and Operational Plan deliverables.

Support: Enable access to data, information and intel through Sharing Platforms and through development of applications to support intergovernmental and transversal integrated planning, as well as service delivery.

Forums: Support forums and communities of practice relevant to development planning. Collaborate with partners to monitor and evaluate land use policy.

Differential urbanisation for settlement planning - A Western Cape case study

The differential urbanisation model is a means to assess settlement growth rates.

While the model has been tested primarily at a national level, including in South Africa, this study seeks to apply the analysis to the sub-national scale in the Western Cape province and Cape Winelands district municipality.

Growth Potential Study 2018

The Growth Potential Study (GPS) is a decision-support tool for effective spatial investment planning and implementation. The tool aims to provide insights about the likelihood that investments will translate into economic growth in settlements and regions.

Collaborations

Resource Centre for Development Planning:

An online SharePoint platform dedicated to the dissemination of development planning information and data to Municipal officials. The platform was established as a first-generation sharing environment, to aid in decision making, collaboration, policy alignment and spatial transformation throughout the province. Access procedures to the site are currently being revised, and the site will be offline until further notice.
